Check Config not working immediately after install?

I just installed NagWin on a Windows 7 machine running no web servers or other server-style software. I used the directions at http://itefix.no/i2/node/12482 including starting the Services and then ran the Check Nagios Config utility and am receiving the following result:

Reading configuration data...
   Read main config file okay...
Warning: Could not set effective UID=1003
   Failed to drop privileges.  Aborting.

***> One or more problems was encountered while processing the config files...

Check your configuration file(s) to ensure that they contain valid
directives and data defintions.  If you are upgrading from a previous
version of Nagios, you should be aware that some variables/definitions
may have been removed or modified in this version.  Make sure to read
the HTML documentation regarding the config files, as well as the
'Whats New' section to find out what has changed.

Can anyone point me in the right direction as to what I might have done wrong or what I might need to change?

I'm seeing a lot of activity on the board in the last two hours but nothing on this post...is my question too basic so I'm just being ignored? If so just let me know, we need to get this up and running and I've been beating my head against the wall for over a week now.

I guess you have to be an established member of the community or meet some post standard I didn't see in order to rate a response around here. That's disappointing, I thought the open-source community was generally supposed to be helpful.

Seems that the problem is related to account setup. If you've tried to reinstall Nagwin, make sure that the service account is deleted before a reinstallation.  Can you publish contents of  files etc/passwd and etc/group ?

Can't see any user with uid 1013 in passwd file. Something weird here. Do you have any other Cygwin installations on your machine. I recommend to uninstall Nagwin, remove the installation directory and the Nagwin service account and try to install again.
